I still see Gyarados more as a sea serpent/water spirit than a dragon. A spirit would have a closer affiliation to air than to dragons. Even if the idea of Magicarp becoming Gyarados came from a legend about dragons, I don't feel that that automaticly makes Gyarados a dragon either. Surly thats...
