It's entirely possible that Missingno would be in FireRed/LeafGreen. Missingno isn't a mistake on Nintendo's part. It's not even a mistake. It's just data that's not recognized.

The move deleter is in Fuschia City, in the house beside the Pok?mon Center. You can get back to the first three islands with the Tri Pass by going to Vermillion City's port and talking to the guy there. He'll let you ride the Seagallop to One Island, and from there you can visit the others.
