I was referring to the names I didn't know, assumed you wanted my opinion about that too.
As far as the relationships are concerned, no, I don't think it's a good idea. I don't know why you're trying to make all these people related to other people, or trying to connect it to the previous games or anime. If that's not something Wesley did, it's probably not something you should do. I would assume it was his desire to have his creation stand apart from the Gamefreaks characters. Additionally, with one single exception that I can think of, we haven't seen any particular relations between the leaders of Kanto, Johto, Hoenn, Sinnoh, or Unova. I haven't gotten a chance to play through B/W yet myself, so there may be more, but the only relations I'm aware of are Clair and Lance, and Norman and Brendan if you want to be picky. Are Lauren and Zhery some kind of magical relative playground or something?
Secondly, why on earth are you giving everyone last names? Ash aside, and that being Anime only, I don't believe any character in the games has had last names. It's like you're trying to be both faithful to the games and divergent from them at the same time. And regardless, even if they were to have last names, which is something I don't agree with, they certainly wouldn't be their Japanese names, especially when a lot of those names were translated somewhat faithfully. Do you seriously want someone named Dawn Light? More importantly, would EVERYONE have japanese given names as surnames, or Japanese given names at ALL? Is it some kind of xenophobic rule that only second- or third-generation Asians get to give out badges?
It just doesn't sound RIGHT, it doesn't sound like something real people MIGHT be named. I'm aware you live in China, so you may not be as well versed with english or more specifically north american customs as I am, but a lot of those things simply do not sound like names. Most, not all but most, of the English names of gym leaders are real names which can usually, not always, be related to their type. I'll give you that there have been a few stinkers over the years, like Brawly, but there have also been a few that, to my knowledge, have no hidden reference, like Erica or Blaine.
As for the names you've presented me with here, as you have not provided me with what the non-Lauren ones were before translation, some of my comments may be off, as I do not know what Wes's wishes were. Taking that into consideration, this is what I would do:
I would remove all last names, and rework the existing names to resemble Wesley's names wherever possible, as the English localizations do with the japanese names, like Hikari to Dawn, and Karin to Karen, keeping them alike in meaning or in sound.
As I do not have access to the Zhery names, I would change Ariadna to Ariadne, consider changing Floria to Florence (though I actually kind of like Floria), change Trentan to Eddy (I really like that pun leave me alone <_<), change Atlur to Atlas, and change Voltige and the entire Zheri Elite Four completely.
I would change Rocha back to Rochelle, or perhaps just anglicize the pun completely and use Rachel, and use Marsha and Avice. WHY WOULD YOU EVEN PUT AN A IN MALCALM? WHY? THAT SHOULD BE A CRIME. You also have Mentalla of indeterminate gender. I would change that name, along with 'Bipeda' (seriously what the hell).
I don't mind Victorrie. It sounds a little french, especially with that last name. I can roll with that.
I have no comments to make regarding the Steam and Rival names because I do not know what context they are used in, or what the original names are. Other than to say that Xenzo/a is bloody stupid, that the japanese names are still bad, and that I don't agree with tacking another culture onto there randomly, if that was your doing. If anything, I would leave a section of them with portuguese-ish names, as a shoutout to Wesley.
As a footnote, on a general note, not necessarily pertaining to this hack but to things in general, there's nothing wrong with some people being related to other people, or tossing a japanese last name in here and there. I don't really think that should be used for this, something it is your job to only TRANSLATE, not IMPOSE YOUR CREATIVE VISION ON, but strictly speaking about the finished product, it's a very bad idea to have EVERYTHING like that. If this was your own work, which you had full creative control on, I would still be telling you that everyone having their japanese first names as last names, everyone being related to pre-existing characters, and characters with names that don't even sound remotely like names such as 'bipeda', are horrible, horrible ideas that would turn me and others off of your hack. Understand?

On another note, out of personal curiosity, do you actually know Portuguese? It intrigues me how a chinese teenager would pick that up.
