On the right of the sign-in screen, there should be a part that says "Alternatively, sign in with..." & below it two choices: a Microsoft account or a Facebook account. You'll want to choose to log in with a Microsoft account.

I think you should. Several of your friends have it too, & they'd be really happy if you're able to skype with them. Also, you can use your MSN live account to log into skype as well.
