Yes, yes, of course. Totally. Even though the Indians are the ones at the bleeding edge of tech. Both have "meh" warmaking capacities, though. India's lack stems more from having a bajillion island cities despite having a now-productive homeland that has as many cities on it as England has in total. England's stems from being predominantly sea-based and having only 6 cities total. India's the one who should be crapping its pants, though: its neighbors are military monsters (China's got 1 million soldiers and Persia has 872k, while India sits at as paltry 544k). England, meanwhile, barely trails the leaders of Europe in military size (though every army in Europe sits between 474k and 588k soldiers), and has a huge tech edge over the rest of Europe. And it's also separated by water from the rest of Europe. Well, its core is, anyway.

These wars are a huge pain to prepare for. And it's even more of a pain because both the Indians and the English have Riflemen now.

Not really. Their nearest city just happens to be 4 tiles away, and the Greeks haven't hit the first culture level with Rome yet, since they're maybe 10 turns removed from the end of the last war.
