England's stems from being predominantly sea-based and having only 6 cities total. India's the one who should be crapping its pants, though: its neighbors are military monsters (China's got 1 million soldiers and Persia has 872k, while India sits at as paltry 544k). England, meanwhile, barely trails the leaders of Europe in military size (though every army in Europe sits between 474k and 588k soldiers), and has a huge tech edge over the rest of Europe. And it's also separated by water from the rest of Europe. Well, its core is, anyway.
