Come on people, do your civic PC duty!

We should make up some "I Voted" stickers as incentive.

I do agree we should do something to get people voting but on the other hand there's probably a few people who don't agree with either version and just wish to abstain which could spell doom for which ever bill wins this poll and goes on to the next vote.

Well I seem to have found this forum at a great time lol

Voted for Version 1, mostly because I believe that big guns are not something we should be carrying for protection, and the primary use of firearms should be only for hunting. That's what pistols and hunting rifles are for. I can't form an opinion on the open-carry policy, as almost no one carries and very few people own firearms in Rhode Island. I know a few hunters, but they are the exception rather than what New England residents imagine it is like in the South.

Ok, I broke the tie and said my piece

    Also:
That's assuming we all unanimously agree we need to pass the bill. We might very well end up with a vote on whether or not the bill gets passed once we know which one we're looking at. Although I won't be making anyone wait another full week if that happens.
Seems like most people agree we need SOMETHING in place.

Not entirely sure what to do about the tie really. I guess we can either amend for Kanzler's tie-breaker or shelve this bill and return to it at a later date.

I think maybe we should shelve the bill and return later on. So we can we get a nice fresh vote on both laws with any things we want to change in the meantime.

Alrighty then, we'll go with the shelving and re-evaluating method. The next bill will be up shortly and the poll will disappear soon too. On top of that, you can expect to see some information about our country's climate and infrastructure soon too.

    PCNation Facts

Location: In the North Pacific Ocean. Approximately 45 degrees north and 150 degrees west. We are part of North America.
Size: 338,424 kilometres squared (130,596 sq mi) (This is the same size as Finland)
    Time Zone: GMT -10
Neighbouring Countries: USA, Canada, Russia, Japan
    Population: 4,225,316
Currency: The PCDollar which is equivalent to the US Dollar
    Official Language: English

Climate: Like most places, the further north you go the colder it gets. The more southern parts of the PCNation fall under the category of Moist Subtropical Mid-Latitude Climates, in particular the marine variant. This means that "Summer" is short and dry whilst "Winter" is long and wet and often involves Cyclones/Hurricanes. As you get further north however, the climate gradually morphs to become a Moist Continental Mid-latitude. Summers here are still relatively dry however with a temperature range that peaks at about 10 degrees C and at its coldest sub-zero temperatures the Winter months tend to bring with it more sleet, snow and ice than rain. On occasion the island can become linked to the lower reaches of Alaska when the ocean between the two freezes.

Geography: The PCNation is an island nation, sharing no land borders. It is a volcanic island, being raised through a series of large volcanic events in prehistoric ages however volcanic activity has long since ceased and all volcanoes on the island are considered dormant.

The south of the country is significantly flatter than the north with beaches of dark sand encompassing much of the lowest points and then expanding up into prairies and pine forests. Due to the volcanic nature of the islands soil, there's quite a lot of decent farmland for such a small nation. As you travel north, particularly north-west, the land becomes more mountainous and forested areas get thicker. The mountains of the PCNation largely consist of dormant volcanoes. In the north-east a small amount of tundra-like land expands from the base of the mountains.

Industry: Industry-wise, the PCNation has a lot of abundant natural resources that it puts to good use economically with timber, gas/oil, fishing and tourism being the most notable industries. The PCNation also has a fairly active mining industry since the volcanic areas in its mountains produce a lot of aluminium, gold, diamonds, zinc and copper.

Due to the excellent farmland that is available to farmers, the PCNation's food industry is quite self-sustained due to its comparatively small population for its size. It also has a somewhat decent science scene, in particular geological and ecological sciences are quite common.

The economy of the PCNation is somewhat frail however, it's not a heavily industrialised nation like its neighbours so it relies a lot on exporting its abundant resources and then importing goods, primarily from the US and Japan. Furthermore, conservationist groups put a lot of pressure on the industries that make up the bulk of revenue in the country.

    The PCNation

Infrastructure: The PCNation receives its power from a multitude of different sources. As it stands the majority of the nation's electricity still comes from the burning of fossil fuels however there are also those who receive their energy from geothermal, hydroelectric and wind energy companies. As it stands the biggest contributors are the former three with wind energy making up a very small amount. Solar power is practically unheard of due to climate of the region.

    The PCNation

History: The PCNation was originally colonised alongside what became the United States of America in the late 16th Century, by 1760 the island was purely under the control the English and indigenous people however. During this time European colonials often fought with the indigenous people of the island (who suffered from diseases introduced by the colonials and were experiencing drastic reduction in their populace as a result). The island was soon split between the indigenous tribes and the English. Southern tribes were eradicated or driven further north by the technologically superior English but the English could not gain control over the far harsher terrain and climate of the north.

Interestingly enough, whilst the fights between Native Americans and English Settlers went on for a very long time, this did not happen to the same degree in the early PCNation. Quickly realising the stalemate between them the two groups found an uneasy peace. The English and US Colonials did not approve of this peace which resulted in an attempt to re-take the island from their own colonists. This resulted in a surprising union between the Indigenous populace and first colonists that resulted in a quick defeat to the "invaders" and soon after the PCNations independence from the English.

As time went on, the population became more integrated and an idealism of racial equality that was absent from most parts of the world at the time quickly grew allowing the PCNation to prosper.

Alright, next up is the Emissions Tax Allocation Scheme a bill proposed by the Socialist Party of PCNation.

In addition to any other taxes, this bill proposes that we enact an additional 15% tax on companies that are currently drilling for Oil/Gas, mining companies and companies that provide power via the burning of fossil fuels.

Power companies that solely produce clean electricity are obviously exempt from this further taxation. Additionally, the affected companies that make use of clean energy to power their operations (at least partially) will receive a %5 cut to this tax.

Residential homes that make use of geothermal or hydroelectric energy will receive a 20% investment tax credit whilst users of wind energy will receive a credit of 2.3 cents per kilowatt.

Revenue generated by this taxation scheme is to be used to create and fund a scientific/engineering think tank that will research ways to not only continue to produce cleaner energy but also ways to more efficiently distribute it throughout the nation.

I agree with the bill in principle.

How would these taxes affect the revenue of these companies, and how much would it increase government revenues by?

By receiving a 5% cut to the tax, do fossil fuel companies pay 14.25% or 10%? Shouldn't we make the tax cut proportional to the amount of clean energy that they use? So for every 1% of green energy they use they get 1% of the tax cut or something like that.

What is the current price for kilowatt-hour from wind energy? Is 2.3 cents per kilowatt-hour oversubsidizing wind?

I'm on the same page as Kanzler, While me and my party are in great support of clean renewable energy I would like to see want these issues addressed before I make my decision on weather or not I support this bill.

Thanks, interesting.. I want to make a centre right party (or just a right wing party like the conservatives in the UK).
If anyone else wants to help organise it, please PM me.

Oooh world building would be fun!

PCNation has a population of 4.5M. We should decide on a GDP per capita to figure out what our GDP is.

Oil and gas make up 40% of our economy, so maybe we should take 40% of our GDP to represent the amount of oil revenue that can be taxed.

I learned that the GDP of Norway is 512B USD, and that the revenue of the largest two oil companies in Norway is about 110B USD. That's about 20%. According to the European Commission, oil and gas make up 22% of the Norwegian GDP. So perhaps our model could be that the revenue of the oil companies = the amount of GDP that they make up.
