Not really. There's multiple that play their roles very well. First to come to mind is Gaunter O Dimm from TW3's first add-on HoS.
He does not come across particularly imposing when you meet him, you even just chat with him like he's a normal civilian with no real role. You don't see him again during the main game and then when you do the first add-on you end up a prisoner and you're forced make a deal with him. He creates a storm to free you from the prison ship you're on and you get shipwrecked. Later on you have a chat with him where he just casually pauses time for the rest of the world and only you and him can still move around. While you are in his debt you'll also come across children at various points who will be singing a song to remind you of your debt to him.
You never fight him directly. You can only defeat him at the end of the add-on by outwitting him.
