So, you know how during Pokemon Crystal we hear about the legend of the Legendary Beasts in the Brass Tower, and how there was a huge fire there? And how three Pokemons were used as the primary basis of Suicune, Entei and Raikou?

Let's have a discussion on which possible pokemons the Legendary Beasts once were! :D

  • The popular theory is that they were Vaporeon, Jolteon, and Flareon, and that this is reflected by the Kimono Girls and sages of Ecruteak using the Eeveelutions. Both trios have canid and felid features too.

However, in the Generations anime special, we saw silhouettes of "Pokémon" that looked more like generic dogs—not quite like any dog Pokémon we've seen up to this point. The anime isn't canon of course, but it has been known to pull from obscure canon lore and the beta designs of Raikou, Suicune, and Entei certainly look more like these dogs.

Guesses Jolteon, Flareon, and Vaporeon. Matches the Pokemon available at the time.

Glanced through a list of cat and dog Pokemon. Came up with a few possible others:

    - Entei: Torracat, Pyroar, and Arcanine.
    - Raikou: Boltund

Left off Luxray and Manetric. Felt like the wrong color scheme. Argues similar for Houndoom. Lacks bones.

One additional possibility: Merged multiple Pokemon together. Grabbed the hair of Mega Ampharos, the wing-things off Seadra, and the yellow bit from Gossifleur. Doubts all of those Pokemon, particularly those unknown to Johto, to be in that tower. Feels like a possible angle, nonetheless.

  • It doesn't make any sense for them to be Flareon, Jolteon, and Vaporeon. Why would they be resurrected as completely different Pokémon then? In fact, where does the lore even say that they were completely different Pokémon before they were resurrected?

From what I remember, legends say that the three Pokémon perished when the tower was burned, struck by a lightning bolt and flooded by downpour. Then the three were reborn and each somehow gained the power from one the elements that killed them.

So I suppose the story would make more sense if those three Pokémon weren't Electric, Fire, and Water type respectively before they died, but were imbued with those elements and gained a new form when Ho-Oh resurrected them.

They could have been regular Pokémon, like Purugly > Raikou, Perrserker > Entei, Liepard > Suicune... or they could have been what was left of some other feline species from the past.

The specific wording of the Legend of the Burned Tower seems to be made intentionally ambiguous, the way the words are said, it means that ANY pokemon from Gen-1 to 10 could have been in the Johto tower that day! That and the fact that they became the Legendary Beasts!(https://pokemon.fandom.com/wiki/Legendary_Beasts for extra reference)
