CITY OF HEROES
Intro
In 2005 a man appeared in Gotham City with a cape and a cowl, fighting back against the crime that dominated the city. As of 2012, he is rumored to be dead, saving the city from a nuclear bomb, however the list of super heroes has only grown since then. Another hero rose in Starling City shortly after, a masked man in a green hood, taking down criminals one by one with only a bow and arrow. A man in a red suit capable of running at incredible speeds appeared soon after in Central City, followed by a girl in a blue and red suit in Metropolis flying around stopping criminals. A new age is beginning it would seem, an age of heroes, but also villains.
The government has come up with a term for these kinds of people; metahumans. The term metahumans encoumpasses all those who have enhanced genetics in some way, to the point where they could be classified as having superhuman abilities. Up until now, the number of metahumans has been manageable. Several have taken it upon themselves to protect the cities that they live in from other metahumans with less noble intentions, and the government has allowed them to do so, although keeping a close eye on them. But things are changing. There is a new player on the block who is spreading the ability to become a metahuman.
Vertigo is a powerful drug that originated in Starling City and went through several variations, but the common thread between all variations is that it gives an incredible high, is extremely addictive, and can be very, very lethal. Someone discovered the drug in Starling, which many people went to great lengths to be sure that didn't happen, and has become to spread it again in another city, Steelport. It is not quite the same drug though. While some of the pills have been created and left as is, it has been discovered that some pills, maybe 1 in 500 are a chemical cocktail, partly Vertigo, and part of another drug called Mirakuru, "Miracle". Mirakuru was a drug invented in the 30s and 40s by the Japanese in an attempt to create a miracle drug that could cure anything and grant more than human strength, and they succeeded. The Mirakuru mixed in with the Vertigo is similar to the original drug, but seems to target different parts of genes than the original drug did.
The Vertigo/Mirakuru mix is designed to target a very specific part of a person's DNA, turning certain genes on, and others off. The drug serves only one purpose, to create metahumans.

Plot
At some point in the last couple weeks you took the new Vertigo drug and received superhuman abilities. Perhaps you really were looking for a high, maybe you were just trying to drown out the pain, maybe a friend of yours snuck it into your tylenol bottle as a joke, perhaps a doctor prescribed you some pills and gave you a few of them to get started. The how doesn't matter, the thing that matters now is that you have powers, and need to know what to do with them. You've discovered your ability on your own, but you need to learn how to control it, or you could end up doing even more harm to those around you. How you use your powers is up to you, but just know that right and wrong might not be as clearly defined as you might think, and the only person with your best intentions in mind is yourself.
SETTING
The majority of this roleplay will take place in Steelport, a city which replaces our own Seattle. The city was founded as a major port city, exporting (you guessed it) steel mined from the mountains and forged in foundries on the north side of the city. Since then the city has grown, becoming a technological hotspot as well as still having quite the lucrative steel industry. More information will be given on Steelport shortly.
Other major settings that you should know about are the four major cities in DC lore based on their respective TV shows at the moment. Gotham city, the home of Batman, is a large city on the coast of New Jersey. Metropolis replaces New York City. Starling City, home of Green Arrow and Arsenal is located in northern California on the coast. Finally Central City, home of the Flash, is a city located in Missouri. These locations will most likely not play a major role in the story, but they will be referenced.
POWERS
In terms of abilities I am allowing, most abilities are fair game, and there are only a few that I am outright banning. When it comes to writing your superpower, make sure that you keep it fair and balanced. Don't write yourself a Superman whose only weakness is a rock that exists a few thousand light years away. Despite having powers, your characters are very much human. I will have a guide I have written in the past to help with creating hopefully not overpowered abilities.
Another thing to take into consideration is that it does not have to be a superpower per se. For example, it is possible that the drug your character took increased their skill at a particular thing. For example, perhaps your character was really good at bowling before they took the drug, and the drug made them even better at it. It would make a fairly terrible hero, Bowling Man, but you get the point. Feel free to experiment with it a bit.
Banned Abilities:
Time Manipulation in any fashion
Deadpool levels of regeneration
Invulnerability (Would need some sort of limit, can't be paired with another power)
