Pokemon starter sounds like an pokemon RPG maker.Its just a random guess because the site has the word "RPG" in it, which makes it sound like its mainly about RPG's.
If it is, i think you should track down the creator(s) and ask permission before doing it.

Which I think is Hiroshi. I doubt you'll be allowed to use it, as a lot of effort was put in, and it's specifically for PC.

If you want that sort of thing, look in Emulation or Game Development

They won't provide you with illegal downloads, though.
