That's because you haven't set the flag. You can't just check it and expect it to not repeat without setting it. Also try using flags within the range Try using flags within the range 0x200 - 0x29F, 500-79F, 1000-109F.
Also refer the XSE in-built Guide.

Also, another question about Ruby...
Is there a person ID to make them hidden? Like in FR it's 002C, is there one for Ruby?
