Are HGSS Special Chapters Translated Out?

As far as I know, they aren't. Chapters are translated when they are released in volumes, and those arcs aren't released that way yet. I guess you (and me too lol) will have to wait 'til the DP saga ends...
 
Sorry to disappoint you but until Shogokukan only released the volumes up to Volume 36, which is now the peak of the Diamond and Pearl saga. Soon after Diamond and Pearl arcs ended, Platinum will continue. In 25th November, Volume 37 will be released in Japan and probably at least January my area will get the Chinese copy.

It'll be a long period to wait HGSS to get compiled as volumes. So just be patience. And I don't think you can request for scans :(
