Perhaps the user could submit a well thought out message to a staff member as to what they've learned and how they will avoid their misbehavior in the future.
If they broke the rules hard enough to get banned then I don't see how any well-thought out message can make up for that. Besides, a message is only words. A member who wants to come back would probably just lie.
It's quite hard to get banned here, but some people can benefit from it. I know of a user that was here until it was discovered that he was ban evading, but he had changed- but he got banned again anyway. It could work for some people, but not all.
From what I hear, the h-staff will review your case if a permabanned member sends them a message but because most of them ban-evade and such that makes them pretty ineligible for unbanning, since they chose to break rules even after they got permabanned for breaking rules.
