Well, diving deeper, Lillipup does learn Bite whilst Bidoof doesn't. Bidoof learns the hyper fang moves, however.
And Bidoof's Pearl entry mentions: "It constantly gnaws on logs and rocks to whittle down its front teeth." So wouldn't it make sense that chips of your teeth would be at the crime scene?
