What is the best Pokémon for grinding in Pokémon scarlet

Cannot really say, given two weeks before the game's release. Some generally good candidates for experience, possibly findable in the wild:

• Chansey/Blissey
• Audino
• Jumpluff. Evolves pretty early (27). Is not too scary either. Gives pretty decent experience (more than Mega Gyarados).
• Azumarill. Evolves super early (18). Only hits hard 50% of the time (Huge Power).
• Fully-evolved early game bug types, like Orbeetle and Vivillon.

Does not know how many will even be in the game, or how easily findable they are, of course.

Before I answer the question though, I need to know, how do you define grinding?

If i have to be honest, i would say any bug-types. They are fast to get to final evolution, if they have one.

I would say that is mostly true for the early route Bug-type, such as those that have larval and pupa evolutionary lines. They tend to evolve extremely early.
