    It looks like a misprint.
    The pokemon description, pokedex entry, and most importantly the collectors number are all different and seem to be appropriate to Pikachu and Chinchou individually. Also the damage on the corner and side of the Pikachu help its case as well. The peel damage close to the bottom of the pikachu card is normal damage for a Holofoil pokemon card.

    It's probably not really worth much, but you should hold on to it. Sometimes unique misprints can be really valuable to certain collectors.

    FYI, Hikamaru is correct. Pikachu is a counterfeit, but so is Chinchou. What tells me this are the fonts used and the Energy symbols used. Sorry, but actually both are counterfeits.
