Wrong. If you did a training session, Mudkip would be level 15, because training sessions heighten the level by 3. I would go with a training session.
 
Training Session
You decide against capturing a new team member, and you instead train up Mudkip and Tailow. You are particularly excited about Mudkip, who will evolve after more level now - a Marshtomp would be very handy against Wattson.
* * *
The next morning, after packing up camp, you and Wattson head into Slateport. Wattson will patrol the museum area, and wants you to patrol the city's west side. You head over there, and almost instantly, you hear a yell from the marketplace. It looks like someone's in trouble. What do you do?

Your Options:
-Dash into the battle! Someone needs help!
-Could be a trap... sit back and watch.
-Screw it. Let's just patrol the rest of the city.

You sprint into the market, to the source of the cry for help. But the woman crying for help isn't quite right. Something about the way she leers at you, and says:
"And now you're trapped, little mouse." The woman pulls off her cloak.

And all of a sudden you're surrounded by about a dozen Team Aqua Grunts. It was a trap.
"We heard some goody two-shoes trainers were gonna come to spoil our plans at the museum. So our job was to plant a trap to lead them right here. And it looks like it worked." says the female Grunt. Each Team Aqua Grunt sends out a Carvanha.

You send out Tailow and Mudkip and start tearing through them. Although they aren't strong individually, there are a lot of them, and their Rough Skin abillity is quickly draining away your Pokemon's health. There are still a lot of Carvanha's and both your Pokemon are tired. Things are looking bad, but all of a sudden another Pokemon leaps into the battle and starts draining the Carvanha's health with Absorb.

The Treecko finishes off the last Carvanha with a Bullet Seed attack.
"We lost..." says the female Grunt. "When the going gets tough... bail, bail, BAIL!" The Grunts sprint out of the marketplace and off into the distance. Treecko's trainer comes walking up.

"Pathetic. To think that you fell for an obvious trick like that... You should be ashamed, moron." he says.
"Hey!" you say, indignantly, "Who do you think you are? I'm not a moron!"
"The name's Ace. And if you wanna prove that you're not a nitwit, how about beating me in a battle." He tosses you some berries, which your Pokemon eat and heal themselves. What do you do?

Your Options
-Accept the battle challenge.
-Decline the battle challenge.
-Stuff this jerk. Punch him. Hard.

I want to stuff the jerk, and can't hurt any plus it'll be fun.

You decide to sort this out, the manly way. You lunge at Ace, fist drawn back, ready to punch. Unfortunately, you slip on the market stall's Pichu mat and go sliding into Ace instead, grabbing him. You look at your hand. Oh, good God. You're uh... grabbing his er... gentleman's area... You stare at each other for a second. It is possibly the most awkward second you've ever experienced. Ace kicks you away. Quite honestly, you don't blame him right now. You decide to lock the memory away, deep down, never to be dredged up ever again.
"What the hell do ya think you're playing at!" he yells, "Treecko! Bullet Seed!" Treecko blasts the attack at you. Oh well, looks like the manly way didn't work. Time to resort to the Pokemon way!

Your Options
-Send out Mudkip.
-Send out Tailow

Dear god, that was just wrong Diablerie! O_O

Anyways, since Mudkip would be a bad matchup, I choose Taillow.

It needs battle time anyways :P
