Not lucky, you just work for it... Or you devote your self to be it and be more active... I guess i would've been a mod for the manga forum, but i died of inactivity. But If you really did join PC just to be a moderator, why don't you make your own forum instead?

Just a question- is it normal to make new mods when your missing any? or do you usually spread current mods out. Just wondering. ^^

We usually don't keep a count. o_o; We mod based mostly on if someone stands out, but sometimes we do look for replacements if the area is left unmodded. Kinda a balance between those two.
Some people wish we'd spread the current ones out more. *coughGregcough*
