Your best bet is to just open an image up and fiddle around with it. Or better yet, look at some tutorials, they'll help you get to understand it a lot better. There's plenty at Good-Tutorials.com.
You really should look at those tutorials if you ever get the chance. Photoshopping is pretty fun once you get the hang of it.

Thats how I got started. A friend of mine showed me Good-Tutorials before and thats where I go to get ideas for banners. Paigy does good banners, so thats why I went to her for mine.

That's why I don't bother with MySpace. Paigy's banner is the first one that I've asked for from here. The last two I've had, the ice one and the vortex like one, I did those. I've gained more about PSP since then. I've actually thought about an Asuka Langley theme or a Yomi theme. Or both together. XD

Simon: It does look really well, and it's just a simple cut/paste job. The background is from WMP, the image in the background was faded (like the ones in mine), and then you added the top one.

It's still a pain sitting there waiting for a nice pattern and color to show up.
