Ouch, that's a really old Adam, Good luck with that. It's probably going to be slow on any OS. You can optimize Win 7 to reduce system resource usage. Windows isn't gobbling up CPU cycles, that processor is just plain struggling.
Be that as it may, it's definitely not a product quality issue or anything like that. I'm actually getting better performance out of this five year old Atom than I was AMD's competing E1 series APU (which I also had W7 SP1 running on, similarly) on another laptop I used to have that was three years newer. It's an Atom after all, I can't expect it to do wonderfully with its power consumption on top of its age... :P
