Yes. Event Pokémon have their IVs randomized, so they're all unique. And yes, you CAN get Lucky to get one like that.

Eevolution W/O National Dex?

Will Eevee evolve into Espeon, Umbreon, Leafeon, or Glaceon without the National Dex?
 
I believe so... not sure though. I don't think it's obligatory for you to have the National Dex for a Pokémon to evolve, seeing as you can still trade like, a Zigzagoon without having it, so I guess this would work.

Never tried, so I'm not that sure.
 
correct me if I'm wrong, but you can't get an Eevee before the national dex in the first place...

you'll have to trade, and even though it won't show up in the Shinou pokedex, it'll still show up as your pokemon. you can evolve it to anything from there.

i need a 10 aniv celebi great ivs
like each one close to 30 (like 31, 26, 31, 30, 31, 31)
or like that
is it possible for an event like that

My Eevee turned level 16 and it has 2 small hearts. I hope it evolves soon!

It evolved at level 20, into Espeon, and it doesn't know confusion!! =/ Where can I relearn old moves?
