Oh lord no. We're talking about Touhou, and their resident Eldritch Abomination, Yukari Yakumo. Touhou is a series of games, from 1-12.8, that are bullet hell shooters. It's immensely popular, and has three anime about it, two of them suck, not sure about the third.

Its large fanbase does make it look like an anime, though.
