That's just....boring. I would hate for them to have wings, especially when they can have something more, you know, unique.
Really, some Dragons just don't deserve them. :(

Well, in legends dragons are mystical creatures that fly. All dragons deserve the power to fly. Except for Garchomp though, it's more like a shark-alligator hybrid.

NOT ALL OF THEM! They Deserve to Fly but the Likes of Garchomp, Dialga, Palkia....... no ....

oh Spirited Away Movie. i saw it! That Dragon Looks Cool. and Yea Rayquaza Resembles these kind of Dragons. he doesnt have Wings but cant Fly! oh Yea Gyarados too! ( Maybe...)

Actually, Palkia can fly it just doesnt learn the move fly. It even flies on battle Revoloution, and in the Rise of Darkrai.
