I have had female starters before in all games. Just save and reset the game right before choosing and it gives you a chance of getting a female. It's worked for me a number of times, usually on Chikorita in the countless times I had restarted my now dead gold lol. I prefer Chikorita to be female just because of it's appearence although in my fresh crystal game I am surprising ok with the male I have.
No such luck in Sinnoh though, I only have pearl and I was fine with a male chimchar.
