Can't you get a Todidile in FR/LG? If you can tell me how. and dont you get a Riaku,suicune, or Einte?

Where do you get Flash and Cut in FR/LG?

Flash: Go to the house in route 2 with 10 pokes at least and talk to the Prof. Oak helper. You will need cut to access it.
Cut: Go to the SS. Anne in vermillion city with Bill's SS. Ticket, and talk to the captain. He will give you it.

1. Totodile cannot be caught or obtained normally in FR/LG, you must complete the national dex in hoenn to obtain one of the three johto starters.

A great walkthrough to take you through the islands, which you must complete the plate quest to unleash ONE of the three beasts. The beast released is determined on the starter you chose (no, not all 3 will be released if you traded in starters).

You can't. You can only get the Johto starters in Emerald after completing the Hoenn Dex there and Birch only gives you one.

You can get Raikou, Suicune and Entei in FR/LG after you have obtained the National Dex.
Only one of them will appear and that depends on which Pokemon you chose as your starter.

Charmander = Suicune
Squirtle = Raikou
Bulbasaur = Entei

After you recieve the National Dex, they are found almost anywhere, since they're runners and move throughout Kanto.

Not necessarily. You can go through Diglett's Cave east of Vermillion City before getting Cut.

You can get it by gameshark if you want it that desperately, but other than that, yes you have to complete National dex in Emerald.
