I'm going to take a shot in the dark and say...Leafeon?

Here's an easy one.

Its primary color is pink.
It was introduced in Generation II.
It learns Healing Wish at level 42.

Can learn surf.
Introduced in Gen 3.

Is that meant to be obvious, or have I missed a few Fire Type with wings?
Charizard is my first guess.

My turn.
1) Can learn Fire, Thunder, and Ice Punch
2) Is NOT a fighting type.
3) You cannot catch this Pokémon with a Pokeball. You CAN hatch it, however.
Edit: @Aerodactyle Ninja'd me! I will answer it, don't worry. Give me a moment to think. (Finally thought about it. I would have to guess Ratatta, Jigglypuff, or Lickitung. I don't quite remember that episode too well.)

Answer to mine was Volcorona :P

@ two above: Elekid!

1) Electric pokemon
2) Doesn't learn thunderbolt via level up
3) Shares the same species with a fish-like pokemon
