Nope. You can only get one by completing the Hoenn dex in Emerald. So your only solution is trading :|

Not actually in-game, but by beating Mt. Battle in Pokemon XD: Gale of Darkness, you could choose one of the three Johto starters as a prize.

The only methods avaliable to getting the Johto starters is via Emerald and XD as mentioned above.
There are no possible ways of getting them in FR/LG legitimately.

Yes, but you have to have Ruby and Sapphire along with Emerald (or someone willing to trade their Ruby/Sapphire only Pokemon to you) to complete the Hoenn dex. Kinda a rip off...they want you to buy all the games. xD I gave up trying to find someone with Ruby/Sapphire and I'm just going to trade someone for all three starters whenever I get Pokemon Pearl.
