Lugia would win, purely because Ho-oh is fire, and Lugia can learn hydro pump and surf. I give Ho-oh two turns before Lugia becomes the king beast

I say Lugia would win. It has the clear advantage because of its type. If both were equal in strength and level then the type alone could decide the victor in battle.

It mostily depends on who smarter and stronger one move can mess up everthing. But i go with lugia anyways he more cooler than a giant Roosted Chicken.
