I'm pretty sure you have to find soup or something to stop them from being thirsty but I've completely forgotten where to find it and I've searched every website on Google and none of them tell you where to find the soup!
Does anyone know where to find it?

The answer is simple. Go to the Celadon Mart and go to the penthouse at the very tip top. Buy any drink and bring it to the guard. He'll accept, and Saffron will be open.

You have to go to Celadon dept Store and buy water, lemonade or soda pop (water is cheaper), and they will let you pass.

dont you have to go to the game freak building and talk to the old lady on the ground floor and she gives you tea then you give it to the guard?

Yeah, it's in Celadon game freak building(I think it changes between games)either on the first or second floor with the old lady with some Pokemon around her, talk to her and she should give Tea which you then go to the guards, talk to them and they'll let you through for good.

That's what you have to do in Fire red/Leaf green. In red/blue/yellow it's the way we said (go to the dept store). Some of my friends got crazy because the guards didn't let them pass in FR/LG even with all three water, lemonade and soda pop.

And not, the building is the same in all the games.

I remember that used to make me so mad when I was younger because I didn't know where to get the freakin drinks.

I was also mad that because the guard was thirsty he had to come ruin MY day. Bring your own damn drink to work!

    you assasinate them at night

I remember when I first played Red and I bought water/lemonade/soda just for the heck of it. The guard took it and I forgot about it. Then when I played through again I got stuck on that part till I bought water and found out about it.

Case and point. Buy the thirsty guards something to quench their thirst
