Question: How do you make a blog?

To have the ability to use the blogs here you must meet one of three requirements:

- Donate to Gold Tier Supporter (or higher)
- Become a staff member
- Have a total postcount of 2,000 or more

Usually the easiest method would be the first option, which is donating. Also, there's a plus since donating can give you other cool stuff as well. 2,000 posts is not too much but it can take a long or short time based on how often you post around.
 
Also, blogs are occasionally handed out as prizes during contests as well.. so stay in touch on those as well! :]

I thought it had said users with 5,000 posts somewhere...Guess I remembered wrong.

I believe that used to be the case but the threshold was lowered. Not like a ton of people are doing blogs anyway so we're overwhelmed by it.
