How is it Wooper can use Ice Punch....

That just adds to the epicness of Wooper. It can punch with no arms.

In reality, I believe it would use its tail to sort of hit the opponent.
 
I can bring up some logic into that: Wooper uses its tail when it performs Ice Punch.
 
Wooper has invisible retractable arms that only Pokemon can see. That's my bet.
 
Diglett also uses Scratch despite not having visible arms, there's a tonne of unsuitable moves that the game makers put in if you look for them. But yeah, it seems pretty stupid.
 
I love the little imperfections like that... like Rhyperior using Thunder with lightningrod. Kinda.
 
Haha, what happens when Rhyperior does that? It'd be a weak attack anyway...

Wooper uses an un-known move called "Ice Tail" which has the exact same effects as "Ice Punch", so Nintendo didn't see the point in making an extra move. Also, Quagsire has arms, and hands (look to be all one limb), so it could use Ice Punch.
 
Smeargle can Fly. Need I say more?
 
Woopers feet or tail work like arms.

Smeargle uses his tail has a propeller to fly.

Diglett is a mole pokemon therefore it having hidden arms or it uses it teeth but in a scraping matter.

And I know someone will mention a Rock/steel pokemon swimming (cant remember the name) Its heavy enough to float and water doesnt harm you unless its coming at you with force.

I win.
