I talk AT people, not TO people.

Talk to people for the majority of conversations with people. I mean most of the time when I talk, it's to get to know someone better. Except for some situations like interviews or presentations where it's kind of hard to always make eye contact.
 
I do both, but I'm working on eliminating the latter since it seems to get me in trouble.
 
I do a bit of both sometimes, depending on the situation. A majority of the time I talk to people, though. It's not much fun to just talk at people, lol.
