If you do it in a post and it isn't relative to the conversation, yeah. You can link it in your signature.
 
As long as it's not a forum, you can advertise it.

Preeeetty sure that advertising forums is okay here, even some of the staff members have done it / currently are doing it. xD

You just have to keep the link in your signature, same with any other ads.
 
Just to clarify, you can advertise your website in the Webmasters Discussion subforum of Comp/Tech Discussions. Feel free to make a thread for it there. However, forum ads have to be kept to your signature - you can't make a thread advertising a forum.
 
That might slip past and technically be alright, as long as what you link to is the main site..

Seems like dodging the bullet, but I could be wrong.
 
It's perfectly fine if your site has a forum. But if it's pretty much just a front page and a link to a forum, then it's considered nothing more than a forum portal and it isn't acceptable. But if you have a well-rounded site with a decent amount of content, that just so happens to have a forum as well, then it's just fine to link to it.
