    Just outside of Nimbasa, you'll find a lady in a caravan dressed up as a Zoroark. And in Castelia, you'll find a little boy who turns out to be a Zorua.

    What I'm wondering is why they appear as humans rather than not appearing at all until their in-game events occur. It would make sense for Zorua, sorta, since you do get its Pokedex entry, but the same can't really apply to Zoroark. Why don't they just appear as Pokemon like the three dogs, instead of blend into society, hiding who they really are? So! What are your thoughts on why they are humans until their illusion is broken?
     
    Probably referring to how beautiful they are imo - if you look at someone that's really pretty you might choose to describe it as "someone cast a spell" on you, totally the same thing that's happening here!

    And then of course when someone sees through the beauty and realizes what is truly there, the spell breaks, and you're stuck with a monster - I can see this as being a decent survival tactic if they do feed on human flesh :x
     
    Perhaps they want to be on level ground with humans, while Pokemon and humans are considered "equal" humans have many liberties and privileges that Pokemon lack and perhaps desire. Either that, or Zorua and Zoroark simply wanted to try and experience life as a human.
     
    Well I think of Zorua as a little boy, just like he was in Castelia, so imo he's a young Zorua. A young child, the only one of his species around? It must get really lonely to be all by yourself, and he probably tried to approach people who were either scared of him or tried to capture him. Since he knew he had that ability to transform, he did so he could be around people and have company and not have to be alone like the woman in the caravan.

    The woman, on the other hand, also knew the risks of associating with humans but took the opposite approach since she's older and more cynical towards people - she chose to hide away instead of take the risk of being with people. However, even deep in the forest someone will eventually find her, so she disguised herself as a person so she wouldn't be harassed by other people.

    I was gonna post a long paragraph about why they might appear to those particular Pokemon and have that reaction and then I read the summary of the Zorua movie. xD;;
     
    I think that Zorua and Zoroark are an endangered species so they use their Illusion ability to blend in with humans to avoid detection.
     
    Zoroark and Zorua are both foxes. It is not surprising that they like to blend into the society along with the other humans, since most foxes are both cunning and tricky.
     
    maybe they wanted to experience life as a human to see how it differs from life as a pokemon. a thought i have is that they wanted to know how to be more human so what better way than to observe life disguised as a human.
     
    But remember that Zoroark's caravan forest was also an illusion!
    Zoroark can apparently alter the appearance of all reality too!

    The Backpacker in Lostlorn Forest states that Zoroark was disguising itself as a human (and changing the environment) to protect its home. After all, no one is going to try to capture a Pokemon! And if a human talks to Zoroark (but since it can't reply), they'll just assume that she's a weirdo and leave.
     
    I'd go along with something like PlatinumDude said, they seem like a very rare species of Pokémon, so because their enviroments are quite close to man, they change form so they aren't recognized.
     
    Maybe they just like toying with people, I dunno. Or perhaps they were traveling through Castelia together, and disguised themselves as humans to stay unnoticed. And then Zorua got lost..?
     
    BEcause if their appearances were bog-standard they'd lose some of their charm. Plus i'd hate for them to just be like sitting in a cave like the dogs. I enjoyed the events. (Well event, I only ever got Zoroak.)
     
    So humans don't try and capture them from their pack or what ever. Makes sense in my opinion.
     
    Quite perhaps it's because it wouldn't really work well if an out-of-place Pokémon were there instead, huh? Besides, disguising as a Pokémon means a chance of getting caught by a Poké Ball of some sort by an unsuspecting Trainer. Doing it like this is much safer.
     
    I always thought that they were humans so that if for some reason the event were to never happen we wouldn't have this awkward Suicune, Raikou or Entei wandering around. I think Game Freak also like to surprise people, because I admit I was like wtf when 'the mysterious lady attacked' or whatever the text is for that. Also no one will try and capture a human. Unless you Ash and the human is Iris.
     
    Seeing how urbanization going in Unnova region, I believe that is their effort to keep them away from extinction. But, sooner or later some humans might be get suspicious and their cover will be blown away.
