Someone from my town gave me a shiny cubone is it legit? 9 Atk 13 Defense 8 sp atk 9 sp def speed 8 and lvl 4

Id say so from the stats but Id need original trainer,nature,ability,where encountered and also this should be in the is my pkmn legit thread even if its shiny

its got the lil star thing its like a dark green color Docile met at lvl 4

With the information what you have typed to us, it looks legit, more information would help. Such as Location for an instance.

To the other information (the star) it means that the Pokemon is shiny.

Its not hard to make a hack poke that looks legit or edit one that you caught and change it to a shiny but from what I know it seems legit and congrats on the shiny btw what did he make you trade for it?
