There is a 1% chance of catching a level 10 Golbat in the basement floor of the Oreburgh Gate ONLY in Platinum.

If you insert any Pokémon Advanced GamePak into the GBA Slot, you can find ~lvl 20 Gengar in Old Chateau, in the room with the eyes on a Painting, with 8% Encounter Rate :)
They are normally Gastly at that level!

In yellow i've caught a Pidgeotto in Viridian Forest too :)

So your friend most likely was Dongling when they encountered the Staravia.

And it does annoy me when I see under leveled evolved forms of Pokemon, it confuses me.

I thought the level 4 Staravia was fake until I looked on serebii where it says you have a 4% chance of catching one at one of the lakes and I have encounter a lv 10 Golbat but I thought my game was glitched so I shut if off to give it an hour break

I've heard of the lv4 Staravia one. I also caught a lv4 Furret in G/S on Route 1 before...

I caught a Lv 20 Golbat. In the Lost tower.
I dont know if its rare.

well for those ones who played yellow and silver/gold/cristal

in pokemon yellow there was a pidgeotto at level 9 in the forest and in the gsc series the first gim leader had a level 9 pidgeotto aswell so its uncomun but its not impossible

There's a way to get a level 3 electrode in firered. Catch a pikachu in Viridian Forest, evolve it to Raichu and trade it with some old man at Cinnabar island.

As I recall, you could catch low level Gyarados at the Lake of Rage in GSC...
