4th Gen Looker..

Ditto would be funny, considering all of his undercover outfits.

Every good police officer needs a good police dog. Growlithe fits the bill for that. (Houndour or mightyena seem too close to team galactic pokes for Looker)

For some reason I think he'd get along well with a machop too.

Looker would probably have:

-Toxicroak {duh}
-Crobat
-Weavile
-Bibarel
 
I think he would have:
1 Croagunk(as shown in Platinum)
2 Growlithe(To follow scents)
3 Ditto(For disguises)
4 Pidgeot(To be able to fly places)
5 A member of the Ralts family(possibly either Gardevoir or Gallade)(To scan the area for enemies and create barriers for protection)
6 Haunter(As a scout since it can float through walls and stuff)
