No, because as stated, that emblem isn't requestable. The only requestable emblems are those listed on the first post; Community Supporter, Committed, and PC Veteran.

No, but you can view all the emblems a member has through the emblem tab.
Most emblems, to my knowledge, are kept secret from members until they somehow attain it.
