Kinda, but the point of Spiral Power is that it has no boundaries, hence why Team Gurren's motto is "Kick logic to the curb and do the impossible".

Basically an analog for infinite possibility through perseverance and determination in real life (ie. triumph of the human spirit and all that). Theoretically, Spiral Power could deny entropy even if it is governed by entropy as long as they try hard enough. They did punch a hole through space-time and create probability-altering missiles, after all.
