Story
Once upon a time, or so they say, the humans and pokémon of the world were at war with each other. The powerful lady of the sky and the mighty lord of the sea together forged their energies into a jewel. It was brighter than any other jewel, glowing in all colors of the rainbow and with the aura of the vast ocean. It was also very big, as the fist of a grown man. Ho-Oh and Lugia created this to give the pokémon power to eliminate the puny humans from the face of the earth. The one who wielded the sacred jewel was given the strength and energy of a thousand men and a slight power to make others listen and obey.
But Ho-Oh and Lugia couldn't agree on which one of them should wield the jewel. Therefore, it was finally bestowed upon the guardian of the deepest forest of Johto, a pokémon called Celebi, who was believed to be trustworthy. However, as opposed to what Ho-Oh and Lugia had planned, Celebi used it to calm the pokémon and then the humans. Thus, the war ended and Celebi flew into the voids of time with the jewel, to protect it from the world, or to protect the world from it.
It's been 500 years since those events. Humans and pokémon have been warring again, for many years. Ironically and mysteriously, it all started when Celebi came back from the voids of time, carrying the jewel. Since the creators were pokémon, the sacred jewel was placed in the care of some humans, who guarded it carefully. But people and pokémon alike wanted it for their own and constantly attacked the fortress that had once been a sacred temple on top of Mt Silver. One day, someone did manage to steal the jewel.
But things didn't go as the thief planned; as a powerful energy attack made by the thief bounced back onto its caster, the jewel shattered into countless pieces. The shards of the jewel were scattered across the lands, who knew if all of them were even still in Johto? Troubled, the humans of the Order of Celebi watched as humans and pokémon alike started to seek the shards for their own gain.
Something else started happening when the jewel was shattered. Abnormal pokémon and humans started to appear. They could shapeshift into the other lifeform, sometimes at will and sometimes on instinct or by chance. All the cases were different. These souls too wanted the jewel shards, for they believed it would help them become whole human or whole pokémon again. Some who were human even wanted to become pokémon, and vice versa.
The leader of the Order of Celebi gathered some human pokémorhps, as they were called, to the Temple Fortress on Mt Silver to beg them to do what was right. They were the only ones who could be impartial to any side in the strange war, since they were part pokémon as well as human. The elder priestess Celebara (who isn't really old, she's pretty young and bbbbbeautiful!) asked them to journey the land of Johto together, in the name of the Order of Celebi, to find and take back all the sacred jewel shards so that the Order could restore peace in the world.
Pokémorphs
This term is applied to both pokémon who can turn human at will, and humans who can turn pokémon at will. You are a human who can turn into a pokémon, be it at will or by chance. You're not necessarily born as a pokémorph; you could have suddenly turned into one.
At the start of the RP, you can only turn into an unevolved pokémon. When in serious danger, or when wearing several jewel shards, you'll be able to turn into an evolved form of that pokémon. Think of it as Digimon who evolve into stronger forms when absolutely needed.... *shot for making digimon reference* Your constitution, strength and speed are above that of a normal human, but pokémon can match your power unless you've got some jewel shards.
Your strength (level sorta :p ) depends on how many jewel shards you're keeping on you.
The "war" and the setting
Johto is still somewhat prospering in these times. The "war" going on isn't really a real war. Common humans don't seek the jewel shards and common pokémon only get attracted to the power when they happen to get close to a shard. There are gangs of bandits who collect the shards, there are strong individual who does the same. There are also bands of pokémon who are seeking the shards, as well as very strong individual pokémon who have felt the shards and want as many of them as possible to get stronger. Shards can be found worn by pokémon or humans. It's not likely you'll find any shard simply laying around by now.
Most humans can't feel the shards presence, but they want them out of greed. Most pokémon can feel the shards, and some of them just can't help wanting the power. This has to do with the jewel being crafted by pokémon.
Note that this is the medieval era (well, rather the japanese feudal era, but still). There are no electricity or pokéballs. Some people keep small pokémon as pets (even though it's not common) and many keep Miltanks for milk, Mareeps for wool etc. Pokémon are like wild animals, only smarter. When pokémon attack, which they often do, people fight them with real weapons and when pokémon die, their skin and other things are used by people for clothing and so on; much like animals in our world. And yes, people eat pokémon, pokémon eat people.
And, if you hadn't noticed yet, -- This roleplay is very free. You pretty much make up the story yourselves, by playing out the set up scenarios in the areas or making up your own events together with the other players. As such, you can choose to heed the mission of Celebara, or listen to the call of the shards and leave the group to collect them for yourself, or even stay in the group and try to get as many shards as you can when splitting the spoils of war.... all is up to you. You only need to carry/wear the shards to get their power.
The land, the areas and the towns
You start at the Temple Fortress on top of Mt Silver, which is led by the Elder Priestess Celebara. From there there's a rocky path, guarded by the Order of Celebi, down to route 45. You can't access Kanto, it's distant now.
The routes are to be traveled as usual. You and the other players may run into any enemies or friends you imagine on the routes.
New Bark is a village led by an old priestess Katla and her son, Utsugi. Utsugi aspires to become a pokémon sage and tries to find out as much as he can about all things pokémon, even though Katla calls him stupid and thinks pokémon are evil. If a pokémon comes near, Utsugi is thrilled and Katla is angered. Katla can help you heal and rest, should you need it.
Cherrygrove is a small city, where the fat and greedy mayor Taspar actually wants some shards of his own. He's hired some humans to go look for shards for him. If you're carrying any, watch out... Cherrygrove has a big market and inns where you can sleep, should you need it.
Violet is a big village with the large Bellsprout Tower. The village is led by the monks of the tower, who are sons or fathers of the Violet families. It's a peaceful town, apart from one pokémorph who wants the shards to become pokémon completely and prepares to leave to gather them; Falkner the Bird Pokémorph. Violet has an inn and a school where the monks teach people about the world.
Alph Castle is a big fortress, built in ancient times but now used as a base or town harboring pokémorphs who were originally pokémon but can turn into humans. You better stay clear of it, those kind of pokémorphs are most often your enemies... They are organized and gather the jewel shards together.
Union Cave is a creepy place harboring many wild pokémon. You can either go through it or climb the mountain to get around it.
Azalea is a village where people are trying to tame unusual kinds of pokémon. A pokémorph is leading the operation; Bugsy the Bug Pokémorph, since he can speak to the pokémon. Is it going well?
Ilex Forest is the place where Celebi is said to have lived before the events 500 years ago. In Celebi's absence, the forest have grown menacing and somewhat evil... many pokémon dwell inside, bitter about Celebi's betrayal; he should have destroyed the humans instead of made peace with them! But, has Celebi finally returned?
Goldenrod the biggest city in Johto. A wise old mayor called Otaka rules, and the markets and people are prospering. The guards are strong enough to field off any pokémon or enemy trying to get into the city or attack the wide fields outside it. It's one of the places where the war isn't very noticeable. Here, you can find anything you'd expect from a big medieval city. In the middle of the town lies the castle of Otaka, where his beautiful but troubled daughter Whitney also lives. Not many knows her big secret... she's become a pokémorph.
The Great Park a lush area outside Goldenrod where the cities guards are managing to keep peace. Many small homes and farms lie here, including where an old couple are trying to breed rare pokémon, something much more difficult than breeding Mareep or Goldeen. The pokémon living close are very much upset about this.
Ecruteak known as the most beautiful city. It's led by a council of priestesses who guards the Tin Tower and the Brass Tower. These magical towers are said to have been built 500 years ago to prevent Ho-Oh and Lugia from ever interfering with Johto again. There's a temple where you can eat and rest, and it's owned by the Ghost Pokémorph Morty, brother to some of the priestesses. He claims he can't feel the call of the jewel shards... but is he struggling inside?
Olivine a small city by the sea with a large tower dedicated to lead the three legendary dogs home. They are said to have left Johto to run on the ocean surface forever, 500 years ago. Will they come back? Olivine is unfortunately led by a gang who took over when the mayor was killed by a pokémon. The gang is said to have several jewel shards... nobody dares to oppose them. You can still rest at the inn and go about the town.
Whirl Islands home to many water, wind and cave pokémon who will react to the presence of jewel shards if you have some on you when coming here. There's also a person lurking about the islands, trying to calm the pokémon down and isolating herself trying to resist the urge to seek out the jewel shards. It's the Steel Pokémorph Jasmine.
Cianwood a small village on an island with its own problems. Gangs of pokémon constantly try to annihilate the town and the Fighting Pokémorph Chuck rallies the villagers to fight back and instead invade the pokémons' land, and he has sent for help from the main land.
Mt Mortar lies east of Ecruteak. It's filled with pokémon who will react to the presence of jewel shards.
Mahogany a village where people are wary. They are protecting some jewel shards, using them to fend off pokémon wandering from the Ice Path to the east who wants the shards. They don't like strangers, and their leader has been gone for several weeks.
Lake of Calamity north of Mahogany, a great lake by which some pokémon and humans have banded together, strangely enough, to invade Mahogany and take their jewel shards. The mayor, Pryce the Ice Pokémorph, has gone to the lake to stop them, but he has been captured. Will he be rescued before the village is attacked?
Ice Path home to pokémon lured by Mahogany's jewel shards but not clever enough to band together with the Lake Calamity Gang... or too clever to do so. There is a certain strong pokémon lurking in the depths of Ice Path, said to be ruling over the others somehow. Is that pokémon planning something?
Blackthorn a brave village that sometimes sends warriors to assist the Order of Celebi on Mt Silver. Their leader is a strong man, Hironori, who respect pokémon. His daughter has always hated pokémon for killing her mother, but now she has turned into the Dragon Pokémorph Claire and has therefore gone insane. She is lurking the Dragon's Den and the mountains and forests around Blackthorn, attacking travelers and sometimes the townsfolk. She almost never turns back into her human shape. Will anybody be able to reach her?

3 - All of you are allowed to play all the NPC's described above, as well as ones you make up yourself. BUT don't ruin the RP for others by making NPCs favor your character or something.
4 - You can go in whichever direction you want in Johto, just remember Celebara initially sent your out as a group to collect the shards.
5 - You can find magical treasure in the form of armor, weapons, jewelry or other things when defeating enemies. The sort of treasure is random. If you're planning to find a treasure, state so in a post, in the OOC thread or PM me about it, and I'll tell you what treasure you'll find.
