Interesting, so only roughly 1384 people can lay claims...
692x12=8304 (number of total pokemon multiplied by claims allowed per pokemon)
8304 devided by 6= 1384 (total claims devided by max number of claims per person)

Of course, that's non-including the people who don't lay the max amounts of claims, nor does it count the amount of people who end up with forfeited claim. But of course, the max amount of people able to lay claim only increases slightly.
 
Is it too late to claim a Gardevoir, Lilligant, and Volcarona?
