Do you feel like Team Rocket could be replaced? Please justify your answer.
They tried to make them more serious in the beginning of the Unova saga, but it wasn't well-received, so they back to their lovable goofy selves.Either develop team Rocket more to give them some viable presence in the franchise or get rid of them.
It was explained by one of the former producers of the anime that Team Rocket were far too important to be removed. Anyone who's watched the Yatterman anime should know that sometimes the sillier villains are just as lovable, if not more, than the main protagonists, and you can't help but root for them to succeed despite the failure of their plans.

You can develop their characters without making them all serious. And Team Rocket are only important because the writers rely on them so much to resolve plot points. I wouldn't mind them so much if they were pure comic relief but they have become the crutches to support the writer's laziness.
There have been episodes of giving Team Rocket character development via flashbacks to their childhood (the Blissey episode) or temporarily giving up as villains (the episode where Jessie fell in love with a Pokémon doctor).
