Ice Punch >> Ice Shard, for a main reason. Yache Berry Garchomp has become the standard, far superior to ScarfChomp. Ice Punch OHKO's through Yache Berry, and Weavile outspeeds Garchomp commonly, making it a good revenge killer to it.

Ice Shard suits 'Vile better as a sheer revenge killer. Ice Punch has it's uses in some cases. Sadly, even after taking STAB in account, Ice Shard is still weaker than unSTAB'd Ice Punch. As a pure sweeper, Ice Punch is generally superior. Still, Weavile makes a pretty mediocre sweeper, but an excellent revenge killer.
In short, I'd go Ice Shard.

Of course Night Slash is preferable with the strongest STAB Dark move, but what if I changed it to:

and got rid of night slash?

I was thinking of changing garchomp to salamence, but I'll like to get any advice on this including the rest of my team from anyone^_^

and for evs: 40 HP / 252 Atk / 216 Speed
That's pretty much the exact same moveset that I proposed except with the added option of Aerial Ace which I'm not even considering because aside from countering Heracross, it really has no purpose and Night Slash is just a lot more important.
Both punch and Shard are incredibly viable which is why I'm having such a hard time deciding. Shard destroys DD Mence and Nite, will still do about 25% to a Gyarados that has picked up DD, and it OHKOs scarfchomp. It also receives the bonus of being the only priority move on my team.
Punch however is Weaviles strongest STAB move (Barring Dark Pulse) and OHKOs a Yachechomp.
