You can get Thunderpunch on Metagross through the Emerald version Move Tutor.
And yes, ingame it's only possible to get one TM for Explosion. That doesn't stop you from trading for more on Wi-Fi, though.

Why deprive Metagross of his ridiculously powerful STAB? If you're gonna replace something, replace Bullet Punch.

Mean Look is usually only good for the Perish Trapping set. Jynx is my favorite Pokemon and I can assure you the Luna set I posted is the most effective (well, most of the time) set available.

Substitute will protect you from status and other threats. It may be walled by Tyranitar and Blissey, but just pair Jynx with a Dugtrio to take them out.

Look at the 4th gen compiled guides. Seriously, this team is really out of it with bad natures and movesets, and if you don't even know the IV's, then you should make a new team.

Recently, I've been running a new Dragonite set. It's pretty killer, and it's something no other dragon can attempt.

Sub-Roost Nite and pretty dang defensive. Fighting/Dragon gives unmatched coverage. The speed hits 244. Defenses are pretty even, each boasting 240+ with a great 385 HP.

Normally Substitute Dragonite uses Focus Punch/Dragon Claw/Sub/Fire move with a lot of attack and HP only. This set utilizes a decent bit of speed (you can drop down some in favor of more bulk), Dragonite's already great 304 attack with a neutral nature, and allows Dragonite to take a lot of hits.

Opinions?
