EV Training, Movesets, Natures and Party Questions

I just recently restarted my Pearl because I wanted to...
But I had never even heard of EV Training and movesets and all that stuff until the other day. I had a few questions which would be much appreciated if answered.

1. Do I start EV Training from the start of the game, or wait until I get a bit furthur in? (If not at the start, when would be appreciated)

2. When you start your game do you catch any pokemon for your party and then fix and change it later on, or do you plan it all out and catch them whenever you first get the chance?

3. And finally I need some help coming up with movesets and a successful party. So how do I know which EV's and natures to use with different pokemon? Is there a way to determine which one?

It's best to do the serious IV Hunting and EV Training after you defeat the Elite 4.

2. When you start your game do you catch any pokemon for your party and then fix and change it later on, or do you plan it all out and catch them whenever you first get the chance?
I only picked 5 Pokemon for the In-Game Expedition. Afterward, came the breeding and sleepless nights of training.

3. And finally I need some help coming up with movesets and a successful party. So how do I know which EV's and natures to use with different pokemon? Is there a way to determine which one?
Hmm... I'd have to refer you to here regarding that one.

Simple, simple question which I need confirmation.

Sticking Pokemon with the breeder for experience doesn't affect EVs, even though its gain EXP right?

it has a hasty nature. i was wondering if it would be able to out speed pokemon like weavile?
 
Sorry, buddy. Competitively (and perhaps even normally), there will be no way that Torterra would be able to outspeed Weavile. Sorry. :(
 
Right I've bred quite a few Spiritombs and my best one so far has these IVs..

HP: 26
Att: 8
Def: 31
SpA: 18
SpD: 29
Speed: 29


And I was thinking of this set.

Careful
EV: 252 HP / 144 DEF / 112 SPDEF
-Will-O-Wisp (stops sweepers)
-Pain Split (self explanatory)
-Hypnosis / Sucker Punch (lol if you stay)
-Pursuit (lol if you run)

Basically a nightmare for any Ghost / Psychic types Pogeymanz.

Would this work? suggestions would be helpful thanks.
 
I was about to lol at the offensive moves and then saw spiritombs' rather moderate attack stats. So yeah, could work, nice set
