I believe Rock slide is one of the moves you can purchase for battle points in Battle frontier.

You get a coin case by trading a harbor mail to a girl in one of the first houses you see upon entering Mauville.

The cave only has zubats and golbats, it's the best place to EV train for speed. Anyway the old guy won't let me through.
