I have heard people say 30 turns, and yes sometimes.

I don't think that there is any countable number that could match to an Master Ball's power. It is unmatched!

I recall it became a bit more powerful than a Hyper Ball at 30 turns or so. Then, the count stops, meaning this is as effective the Timer Ball can reach.

You know I don't think that there is an exact tile. There might be but even with rare pokemon I have found them on more than one tile.

Chinecho may appear on any of the tiles but it only appears at the ones on either the left ot right side of the place where you the one of the orbs.

Make sure you've beaten the Mossdeep Gym and gotten the Dive HM from Steven on Mosdeep Island. Go to Route 128 and dive. Search for an underwater cave and enter it. Dive again to surface and you'll have found them.
