Steven and Wallce are the champions of the hoenn region.
Steven is the Champion on Ruby and Sapphire, and Wallce is the last gym leader.
In emerald, Wallace is the champion.

Lance. He participated a lot in the story line and looked awesome.
 
All of the champions are pretty badass, so I decided based on who I had the most fun fighting. Keep in mind that I haven't played R/S/E to the end.

Lance was easily the hardest and most fun fight for me. His Gyarados, Charizard, and Aerodactyl are tough but really just filler. No the true fight is against his three illegally leveled Dragonites. From the moment he summons one of the two 47s you're treated to a devastating array of Twaves and the elemental explosions with the occasional ultra-powerful hyper beam thrown in. When you're not using ice moves against them(I wasn't, thank you very much) they can cause massive damage to your team and pave the way for his Lvl. 50 monstrosity. That's another thing Lance does that makes him difficult, team play. His two Lvl. 47s are there to wittle your team down so that the Lvl. 50 has a clear field for sweeping. It's a concept still used in the modern metagame. When his Lvl. 50 Dragonite does come in, well let's just put it this way, he killed my Suicune with a single outrage. NUF' FREAKIN' SAID FEMALE DOGS!
 
Lance, i had some tough times with that guy but like someone else said i liked how he was in the storyline a bit. So i'm gonna choose him :P
 
I love Wallace's Wailord with obsessive passion, but I gotta say Lance, he was just cool (difficult at times) and awesome. :x
 
Lance is a dragon meister in a cape with an obsession with fire and fuzzy little adorable little dragons. And he's the easiest to punch in the face. I never once screamed at it. <3 Never Never Never Ever. He was easily to destroy and I could punch him over and over and over, just for the EXP and the monies. o3o
 
Cynthia. Why? She's a GIRL. A cute girl.

The rest are all sissies compared to the ultimate king and leader of all Pokemon games: Lance.
 
My most favourates are Steven and Gary. I can't choose between the two as both of them are cool and I love their style.
 
Lance (from G/S/C). Full stop. He used Dragon, which pwnd and looked like he could own noobs, unlike Gary (from R/B/Y/LG/FR), who looked like a total fail.
 
Lance, he's my favorite because he is champion in the most games.
 
My vote goes to Blue, I don't know I can't explain why I choose him. Maybe because he has the most epic music out of them all. (Lances sounds good, but it's not as epic as Blue's)
 
Lance! Firstly, he made a good decision choosing dragons... but in silver I fought him so many times leveling, it's not funny! He was really difficult, and I enjoyed going all the way over to Kanto to fight him. Also, I loved his music, although I'm not sure if it's because I listened to it so much or if it's actually good. So there!

Can you tell me one reason why Gary was not good? I think that Gary was one of the only two champions who used a multi type team and so is not as easy to go against as other mono type champs.(Other one is Cynthia.)
