I'm not sure but I don't think it is a must to have your Pokemon following you. Although, I see no options to turn the feature off.

Also, it would've been kind of interesting if Shellos/Gastrodon had a new form for this game.

I think after beating the Kanto Gyms. That is also when he lets you into Mt Silver.

I thought you needed it to get to the top of Mt Silver (where Red is).

Legendaries (Ho-oh and such) won't follow you in buildings. They will outside though.
